Starlink to Boost Affordable Internet Access Across Uganda

Elon Musk’s Starlink is poised to transform Uganda’s digital landscape with a major commitment to expand low-cost, high-speed internet access across the country, targeting especially rural and underserved communities. The move follows a high-profile meeting between President Yoweri Museveni and Starlink representatives at State House, Nakasero, where the Ugandan leader welcomed the company’s plans and emphasized the importance of affordable connectivity for national development.

Bridging Uganda’s Digital Divide

Uganda’s internet penetration, at around 58% as of 2023, remains heavily skewed toward urban centers, with rural areas still struggling with unreliable or non-existent connectivity. The high cost of data-averaging $0.84 per gigabyte, among the highest in East Africa, has been a persistent barrier, particularly for low-income users. Starlink’s satellite-based model, which delivers broadband via a constellation of low-Earth orbit satellites, is designed to bypass the need for traditional fiber-optic infrastructure and cell towers, making it especially suitable for Uganda’s geographically challenging regions.

President Museveni strongly supported Starlink’s entry, stating, “I appreciate their commitment to providing low-cost internet in hard-to-reach areas and establishing a presence in Uganda. They are welcome.” The initiative aligns with Uganda’s broader Digital Transformation Programme, which aims to boost innovation, enhance connectivity, and support socio-economic development nationwide.

 

Regulatory Path and Market Impact

Starlink has officially applied for a license to operate in Uganda, a process overseen by the Uganda Communications Commission (UCC). The application is undergoing technical and financial evaluations to ensure compliance with national regulations, including spectrum allocation, cybersecurity, and service quality standards. While the UCC has not yet granted final approval, industry observers see the application as a major step toward digital inclusion.

If licensed, Starlink’s entry could disrupt the dominance of established telecom giants MTN and Bharti Airtel, who have long been criticized for high prices and spotty coverage. Experts predict that increased competition will likely drive down internet costs and improve service quality, benefiting consumers and businesses alike.

Starlink’s arrival is expected to have far-reaching effects:

While official pricing for Uganda has not been announced, Starlink’s fees in neighboring countries suggest monthly costs ranging from UGX357,000 to UGX403,000, with hardware setup costs around UGX460,000. These prices, while competitive for institutions and businesses, may still pose a challenge for many households. However, Starlink has explored subsidies and partnerships in other African markets to improve affordability.

Starlink’s expansion into Uganda is part of a broader push to enhance Africa’s digital infrastructure, following successful launches in Nigeria, Rwanda, Kenya, and Mozambique. As regulatory approval nears, Ugandans are optimistic that Starlink will help close the country’s digital divide, empower rural communities, and accelerate the nation’s journey toward a tech-driven future.

As Ibrahim Bbosa, spokesperson for the UCC, noted, “If implemented well, this could support e-learning, e-health, and digital inclusion in remote parts of Uganda.” The eyes of the nation and the continent are now on Starlink as it prepares to deliver on its promise of affordable, reliable internet for all Ugandans.
