The move follows a high-profile meeting between President Yoweri Museveni and Starlink representatives at State House, Nakasero, where the Ugandan leader welcomed the company’s plans and emphasized the importance of affordable connectivity for national development.

Uganda’s internet penetration, at around 58% as of 2023, remains heavily skewed toward urban centers, with rural areas still struggling with unreliable or non-existent connectivity. The high cost of data-averaging $0.84 per gigabyte, among the highest in East Africa, has been a persistent barrier, particularly for low-income users. Starlink’s satellite-based model, which delivers broadband via a constellation of low-Earth orbit satellites, is designed to bypass the need for traditional fiber-optic infrastructure and cell towers, making it especially suitable for Uganda’s geographically challenging regions.

Starlink has officially applied for a license to operate in Uganda, a process overseen by the Uganda Communications Commission (UCC).
